Primary Purpose of Job (Job Summary) 主要工作目标（岗位简介）
This full-time position design, develop and implement innovative funding and financing models in alignment with CMA priorities for supporting fast, broad, and sustainable patient access to innovative health technologies. This role will carry out work relating to data and actuarial model, provide support of calculation and verification support to internal and external collaboration in commercial health insurance access, and take the leading role of the precipitation and application of drug-related data in Commercial health insurance.

• Collaborates with highly matrixed internal and external stakeholders to input cross-functional efforts to identify and design scalable innovative payment models to promote multi-party co-payment models within the multi-layer medical security system to improve the affordability of patients for innovative drugs.
• End-to-end health insurance actuarial modelling not limited to draft analysis plans, input to the development/ adaptation of complex health economics models, local data sourcing, search, collection and generation and produce support materials for completed economic models.
• Coordinate and communicate with business, strategic planning, and related divisional teams for planning and tracking of the implementation of real word data based on the new and innovative public and private financing models, promote Roche’s bargaining power and participation in the commercial health insurance market with the application of RWD.

• Facilitates communication and discussion with internal and external partners through the actuarial model flow and to tell the story of how payer innovation programs benefit eligible patients and stakeholders.
• Establish close cooperation with TPA, commercial insurers, fintech and other stakeholders to explore application scenarios and models of RWD in innovative funding and financing models, support broader real-world evidence and data sourcing initiatives working with related team members.
• Carry out research and draft reports for projects delivering strategic advice on reimbursement andmarket access.

• Bachelor’s degree in applied scientific disciplines including but not limited to business administration, economics, finance/accounting, operational science, health policy, pharmacy administration or other relevant qualifications; advanced degree desirable
Job Required Competencies岗位所需胜任力
• Pharmaceutical / Medical or Health Insurance Background
• Two-year plus working experience, HTA or actuarial background is preferred
• Demonstrated experience in developing and implementing public or private financing and payment models or insurance schemes for health technologies, particularly specialty products to drive market access KPIs including preferential pricing, reimbursement, and formulary listing would be preferred
• Proficient with office software, such as Excel and PPT, especially in data processing and calculation
• Working operational knowledge of project management methodologies, tools, and analytics
• Demonstrated strategic capabilities to think creatively and innovatively, with a record of leading cross functional initiatives from conception through completion in complex and changing environments
• Strong influence skills and ability to build productive cross-functional, regional, and global partnerships and the ability to manage by influence outside of direct reporting structure
• Ability to work well in matrix environment and independently
• Excellent oral and written English skills; strong presentation and communication skills
• Fluency in Chinese and English
